I believe ConvertUTF.c is potentially non-free, as it only permits use "in the
creation of products supporting the Unicode Standard" which sounds like a use
restriction. Blocking FE-Legal for an opinion.
Do note that ytnef is already in the distro. Perhaps it doesn't do what you
need, but if this turns out to be non-free then it may have to do.
