If possible, it'd be nice to stay consistent with upstream. I did some
research, and these two reference (seem to) support using `/etc`:
- "The /etc/ directory is reserved for configuration files that are local to
the machine" on

- "Don’t use %config or %config(noreplace) under /usr. /usr is deemed to not
contain configuration files in Fedora" on
