Yes, it is. Just because other people ignore Fedora rules doesn't mean they're
not there:

In particular:
"All packages whose upstreams allow them to be built against
system libraries MUST be built against system libraries."
TL;DR: If possible to do so, packages must be built without bundled / vendored
dependencies. This is not a Rust-specific rule.
