After fighting bugs in fedora-review, I found a real bug in this package.
It cannot be built in mock (therefore koji) because the tests run virt-builder
which requires access to the internet to download a template. ie This fails:

If reporting bugs, run virt-builder with debugging enabled and include the
complete output:

In libguestfs, this file was only built as a side effect or running
the special tests run-virt-p2v-directly and run-virt-p2v-in-a-vm
which are not part of normal tests.
In virt-p2v, a new check_DATA rule was added which will build this file
as a side-effect of make check, but it seems as if fedora.img is not
really needed for tests.
