If you actually remove the entire "+%bcond_without check" line plus the
associated %check pieces it also fails, very strange.
Not strange at all, just maybe a bit unexpected ... the "check" %bcond affects
the BuildRequires generator (i.e. %cargo_generate_buildrequires), which is why
my suggestion above was very specific:
switching back to "%bcond_without check" and removing the
%check section (since you're not going to run tests anyway) should resolve the build
failure.
