There is atlas, blas, lapack etc. stuff presented in the spec:

I didn't really get the idea why ENVs were defined but there is no real usage
of system shared libs.
Also, the package contains "lite" versions of fft, blas and lapack
(`numpy/linalg`, `numpy/fft`) which is more confusing.
