Can you provide the first 5 lines of /proc/cpuinfo ?
Also, are you using cpupower or some other utility to check the frequencies? Is your BIOS set to OS control or some sort of performance setting?

I'm using tlp, booting to 4.10.0-0.rc2.git4.2.fc26.x86_64 solves this issue
