Enable configs for imx8m PHYs
Enable the kernel config items so that imx8m PHYs can be set up.

So a few things on this. The CONFIG_PHY_FSL_IMX8M_PCIE should probably be built in, all PCI ATM tends to be so this being a module would cause a problem (that's one I have on my todo list but like in Fedora rawhide first.
CONFIG_PCS_XPCS can be cleaned up I suspect, it's already enabled in Fedora and ARK aarch64/x86 but disabled in common, so it could probably just go into common/general and the rest cleaned up.
Do we actually want the LVDS interface yet?

CONFIG_PHY_FSL_IMX8M_PCIE has been set to 'y' now.
Good point -- cleaned up CONFIG_PCS_XPCS, too.
I've thought about it some more and think that maybe it's premature for LVDS; I see hardware on the horizon, but the more I think about it, I'd rather have hardware to test in hand before it gets enabled.
