I cannot reproduce this:
$ rpm -q axiom javamail
axiom-1.2.14-3.fc29.noarch
javamail-1.5.2-8.fc29.noarch
$ sudo dnf update
<works fine>

Dependencies resolved.
Problem: cannot install both javamail-1.6.3-2.module_2663+c0acbe74.noarch
and javamail-1.5.2-8.fc29.noarch
This suggests you have the jmc module installed. Fedora modules don't solve the
parallel install problem which is what you seem to be seeing. My recommendation
would be to either remove axiom or the jmc module. As to how you've managed to
get into this state with both of them installed, I've no idea ;-) Maybe I'm
missing something...
