There seems to be a problem with the google-noto-sans-sinhala-fonts
google-noto-sans-sinhala-vf-fonts on Fedora 37.
In Fedora 36, the overlapping you describe is not happening. In Fedoraa 37 it
is happening.
On Fedora 36, the font packages have the versions:
$ cat /etc/fedora-release
Fedora release 36 (Thirty Six)
mfabian@taka:~
$ rpm -qa | grep sans-sinhala
google-noto-sans-sinhala-fonts-20201206-10.fc36.noarch
google-noto-sans-sinhala-vf-fonts-20201206-10.fc36.noarch
And on Fedora 37 we have:
[mfabian@fedora ~]$ cat /etc/fedora-release
Fedora release 37 (Thirty Seven)
[mfabian@fedora ~]$ rpm -qa | grep sans-sinhala
google-noto-sans-sinhala-vf-fonts-20201206^1.git0c78c8329-4.fc37.noarch
google-noto-sans-sinhala-fonts-20201206^1.git0c78c8329-4.fc37.noarch
[mfabian@fedora ~]$
