The engine specific trigger key has two reasons.
The first is that the language has the special shortcut keys. E.g.
Zenkaku_Hankaku key for Japanese and Hangul key for Hangul. In MS-Windows 8,
Super+space is to switch engines and Zenkaku_Hankaku key switches the direct
mode and Japanese.
The second is that most Japanese used to only one IME and would not like to add
two engines.
In MS-Windows 8, Ja IME only for Japanese Windows but 'US' layout and Chinese
IME for Chinese Windows.
I think European people used to switch multiple engines so they haven't worried
about about the input modes.
I'm not sure about Russian people.
