Sounds like it would be tricky to roll this back in F31.
Here's a very quick workaround which won't break anything and requires almost
no tricks/hacks/etc.
Build a new Pango release using *1.43* sources and call it e.g. 1.44.6-2. Some
minor shenanigans will be required for a spec file to build the package
properly.
Then, when Pango developers finally get their act together, you can replace the
sources to their actual version.
Problem solved.
