I only found a single mentioning of that layout:

It is absolutely ungooglable to me, origins are unclear.

It differs from F17's in just a couple of keys (most notably Ё).
Unfortunately I've already dumped my old stuff a couple
of years ago, but I'll try to contact people who still
have such keyboards...
But now I've recalled something else, namely, I made
rusle not from the F17's legacy, but instead from the
/lib/kbd/keymaps/i386/qwerty/ru2.map.gz
F17 was not immediately available to me at that moment,
and I thought F17's xkb layout matches ru2.map.gz.
It appears not...
