You can get that layout on f19 and f20 by typing
setxkbmap 'ru(legacy)'
in a terminal.
You just cannot select it in “gnome-control-center region” because
gnome-control-center had that bug in f19 and f20 not listing some
important layouts.
Although you cannot select it in “gnome-control-center region”
in f19 and f20 because of that bug, you can still get
it into the gnome-panel using gsettings or dconf.
I got that hint from Takao Fujiwara:

org.gnome.desktop.input-sources
sources by manual for variants.
<fujiwarat> I tried to add "('xkb', 'us+dvorak')".
I.e. you can type the following in a terminal:
dconf write /org/gnome/desktop/input-sources/sources "[('xkb',
'us'),
('xkb', 'ru+legacy')]"
This puts the US layout and the Russian legacy layout into the gnome panel.
(Type it exactly as above or better cut&past, note that it is
"ru+legacy" there, not "ru(legacy)").
