this is available in xkb as option eurosign:e. (e.g. setxkbmap -layout ca
-option "eurosign:e"). Upstream xkeyboard-config is responsible for that, but
until it's part of the standard it'll remain an option. The wikipedia link you
pointed to does not yet include the euro symbol.

If it worked in F17 it's likely because you (or a tool) added this option,
there's nothing in the git history to suggest this was taken out.
I'm quite confused about this bug now though. There are too many issues
conflated, so Leslie, please explain each issue and, preferably, file a
separate bug for each one.
