The patch was upstreamed.
One concern was IMkit might receive Window instead of CARD32 and then it would
be 64bit.
If IMkit would receive Window, the problem might be libX11 as _XSERVER64 is not
defined in X11/X.h.
But currently I cannot produce to get the logic g_strcmp0 (XNFocusWindow,
ic_attr->name) == 0 in ibus-x11 _xim_store_ic_values() so I could not have the
best judge at the moment.
At the moment, personally I guess IMkit receives CARD32 but no reproducing way.
If we will reproduce the logic, we may return this problem.

I'd like to keep this issue open till we get a feature of modifying the lang in
fontconfig upstream. that would helps this situation to allow enabling the
fonts for the certain language. moving to rawhide with FutureFeature tag.
