I ran it like this:
$ python3 release/release-notes.py 4.9.11 2022-11-03 4.9.10 4.9
release-4-9-10..origin/ipa-4-9 "FreeIPA 4.9" --links --token-file
~/.ipa/pagure.token --repo=~/dev/freeipa-clean/
Re-running it using the --nomilestones flag is what removed those
tickets. I will add it to upstream release documentation.

This is how I typically run the script. release-4-9-10..ipa-4-9 is what
picks the right commits since the previous release. In my run I get
"more than 40 bug-fixes" rather than "more than 50" in Antonio's
output:
$ python release/release-notes.py --token-file ipa-pagure.token --repo
~/src/freeipa-clean/ 4.9.11 2022-11-18 4.9.10 4.9.0 release-4-9-10..ipa-4-9 "FreeIPA
4.9.11" --links --nomilestones
In my case I don't have 3226, 8361, 8528, etc.
