Note it's not an issue for the Fedora Editions which use rpm-ostree for the
host OS, which includes Fedora Atomic Host. See for example:

Basically we have a much simpler model; things in the "base image"
are all protected by default. Cockpit is part of the base by default, so
requires `ex override` to delete; it's usually simpler to just deactivate
the service. But even if you remove it, we'd still require explicitly
listing each thing to remove.
