Turns out this was a bug because latest docker requires the latest
skopeo-containers, which is in updates-testing and not yet in stable.

Thanks Patrick for the help figuring this out.
So we got skopeo-containers into stable, but it only made it into stable right after
last night's composes kicked off, which means the image builds failed for last night.
Patrick is going to ask Dennis or Mohan to kick off a .1 compose when they get on today.
