root account is disabled by default on AMI, you can enable it using cloud-init -not recommended-, please add the following lines in you user-data:
#cloud-config disable_root: 0

You can 'sudo su -', if you like.
Or, you can use cloud-init to disable the creation of the fedora account and leave the root account active. Here's a previous message on this topic, with instructions:

I found that stuff confusing - cloud-init (it seems to be an Ubuntu thing? is it used from the AWS console somehow?) seems to only be useful when creating the instance? Can something be done for an existing instance?

It was created by Canonical for Ubuntu but works on many different cloud images.

It's mainly used for initial setup. You can reconfigure the existing image in any way you like.
