Possibly it's this upstream bug:

basically when you have several applications running that pop up
"do you want to save what you are working on" dialogs, xfwm4
doesn't properly deal with them before quitting. So, it dies and
doesn't have itself set to start in the next session.
There was some work to fix this in 4.10, but not sure it's
completely solved. ;(

That must be some bug to be that old and still unresolved. :-)
I do recall something such as this and it was around the time od the
problem.
