I tried re-downloading the ISO, no joy. If I burn
to a CD and directly boot to it (no virtual machine),
the CD does work.
Any idea how to fix this?

How did you set up the vm?
while i tested on f16 host using kvm and x86_64 as the arch it is
booting just fine. i get a desktop working in about 15-20 seconds. i
believe if you set the arch to 1686 or 1386 you actually dont get kvm
used and just plain qemu which is much much slower
