I am not sure by 100%, but your problems can be connected with this bug

But if so, you can try this:
- install Fedora Workstation (with Gnome)
- if it has installed successfully, install the KDE Plasma Group
- install the KDE Plasma using
*dnf groupinstall "KDE Plasma Workspaces" and/or *
- install* "KDE (K Desktop Environment)" (*I am not sure if both are
needed)
- log out of the Gnome
- in GDM select to start KDE (use the cogwheel on the right)
- you will hopefully have a working KDE station
This might work.
