In this case I am thinking of the Rust programming language. Debian

packages this, but Fedora does not.
There are people working on this. It's a long way from being
packageable in a way that's compliant with Fedora's guidelines at
present.
There's actually a bug report for this already (though this isn't usual
for 'package requests'):
