I would bet on second bug. KMS bugs are very much card-specific, and
first is even reported on NVIDIA (comments on it are different bugs,
probably).
You're right, but unfortunately 517625 has built up a lot of momentum as
being for the ATI pcie_aspm issue, and we probably won't be able to
knock it back to being about Quentin's NVIDIA issue. So we'd better
leave it that way for now. As pcie_aspm=off fixes it for Ville-Pekka,
his bug is 517625. 528393 is for a bug (or possibly bugs) which aren't
helped by pcie_aspm=off.

I will let someone else answer this.
The pcie_aspm bug is documented on the Common Bugs page:
https://fedoraproject.org/wiki/Common_F12_bugs#radeon-pcie_aspm
I think someone added a note to the F11 common bugs page about BIOS
updates sometimes being necessary to resolve bugs, I'll probably copy
that into the F12 page too.
