I'm a bit surprised this wasn't _already_ a blocker, but sounds good to me!
It is already a blocker, that's why there's a criterion. The proposal
is to add it to the smaller list of cases that are considered
*automatic* blockers - i.e. when we encounter one of these cases we can
just go ahead and tag them as AcceptedBlocker without the usual
requirement for 3 votes from members of the relevant groups (qa, devel,
releng).
