You can use chrpath(1) to remove RPATHs like:
chrpath -d ${RPM_BUILD_ROOT}%{_libdir}/*.so ${RPM_BUILD_ROOT}%{_bindir}/*
At what point should I do that? Should I add it to the evince spec file
someplace?

Many of projects (such as BDB) contains --disable-rpath config
option but it doesn't work. The chrpath call above doesn't rely on it
and should just remove RPATH from the binaries so that the build
passes.
btw. just built evince successfully against libkpathsea.so.6.
