I was able to resolve the problem temporarily by using the Fedora 28 versions of imake,
xorg-x11-xinit, and xorg-x11-xinit-session.
Has anyone seen anything like this?
Yes, I already investigated and fixed the xinit case:
https://bugs.freedesktop.org/show_bug.cgi?id=107368
imake probably needs rebuilding with a dependency on gcc-c++, for the
same reason. I'll check that.
