It's not *against* EPEL, so I'm inclined to say no.
I read the bug as "please build these packages in EPEL"... so why wouldn't that be an EPEL bug?
it would only not be an EPEL bug if it doesnt exist in EPEL currently. if its not in EPEL there is no Feodra EPEL component in bugzilla. and so you can only use fedora. otherwise its an epel bug and should be there.
