Try updating to selinux-policy\* from updates-testing.
That's what I'm using. Rollback, dnf update applies
selinux-policy-3.12.1-117.fc20.noarch, reboot, then install kernel 3.13 and there is no
problem.
That's with selinux-policy* 0:3.12.1-106.fc20 and kernel 3.12.7-300.fc20.x86_64
Possibly selinux-policy 3.12.1-106 caused some breakage. But for sure once updated to
3.12.1-117 on the broken snapshot, it remains broken.
