i drop back to an older kernel like 535 and the problem goes away.
Hard to blame it on udev.
AND i see the exact same thing happening with the provided sg driver.
Ive been seeing it for weeks now...

It really is udev. The initrd for the older kernel contains the version
of udev/initscripts that was present when that kernel was installed.
