The rest is basically you telling us that you want ship that package maintainership responsibility over to the QA community ( triagers/testers )
There is no such rough split between package (co-)maintainers and "the QA community". I don't even know how you define "the QA community".
if that is the case is it not better that our triager/tester teams deal directly with upstream with the people that know and can fix their code.
