Not necessarily; especially if these are 'noarch' packages which
were just "carried over" to subsequent distros. They also could be
"orphans" and 'package-cleanup --orphans' may have something to say
on the subject. If something is not orphan then it is current
regardless of its tag.
As I said, the system never had f7, 8 or 9 installed. So even if they're
'orphans', they're orphans which were sourced from f10.
