That's what I'm using. Rollback, dnf update applies
selinux-policy-3.12.1-117.fc20.noarch, reboot, then install kernel 3.13 and
there is no problem.

Possibly selinux-policy 3.12.1-106 caused some breakage. But for sure once
updated to 3.12.1-117 on the broken snapshot, it remains broken.

The problem is the post install of selinux-policy is probably broken so the
new policy is not getting installed.
