How can I enable effective system admin via VNC, at least on my local subnet? I want to do most of my system admin tasks from my comfortable office, not the cold dark noisy basement where the Fedora server sits.

This is due to default PolicyKit settings that do not allow you to do certain things when logged in remotely. You can change the policy in System -> Preferences -> Authorizations - of course, you have to do it when logged in locally.
I added a policykit auth for remote root access. The add/remove software behaviour is unchanged- clicking apply causes dependencies to be resolved but doesn't bother to install anything.
