It seems your procps may not have been built with smp support. I would try rebuilding it and see it that helps.

All you needed was a rpmbuild --rebuild procps-3.2.0-1.src.rpm Then rpm -Uvh /usr/src/redhat/RPMS/$ARCH/procps-3.2.0-1.$ARCH.rpm --oldpackage
