i didn't find this in bugzilla but i can't believe someone wouldn't have noticed this already -- at the graphical login prompt, neither the "Restart" nor "Shut Down" buttons actually do those things.

See https://www.redhat.com/archives/fedora-test-list/2008-February/msg00483.html This has to do with authorization for that action, but no its definitely not very transparent why a normal user cannot shutdown the machine directly from the menu right after a new install..

I noticed it but shut down via the Gnome menu. I like where it asks for a password if you have another user on the system.
I do yum upgrades in a terminal with --skip-broken so it forces me to check that yum is done before shutting down.
This is a benificial feature and the buttons on gdm do not matter to me. file a bug though. It must be a valuable feature for some circumstances.

Shutdown does work for me :); Restart I have not tested so I cannot comment on that one. Actually Shutdown work(s)(ed) very few times, but I know that someone is working on it and we will have to wait. I guess you also notice that the gdm theme is not very nice; and that autologin do not work as well :(, but I guess that will be fixed soon :) we all hope
