How are you adjusting the system time? From the gnome clock applet's adjust system time dialog? From system-config-date? If from the gnome applet have you set the policykit authorization for your user?
I see the difference between the 2 apps now, thank you. system-config-date works as expected. The gnome applet does not.
I am logged on as root. I would assume that there should be enough authority for this task.
I also opened a bug: https://bugzilla.redhat.com/show_bug.cgi?id=445122. It was originally opened against system-config-date, but was changed to gnome-panel by the owner. Thanks for the confirmation.
I have the clock applet fail to set the system time for me even when I'm authorized, but I couldn't find out why (no obvious errors). So if thats what you're doing, I can confirm it has happened here. I last tried it about 2 weeks ago.
