Well, since most of the investigation was already done in this area, it doesn't seem like a big investment. David Zeuthen[1] outlined the changes that need to be done -- start GDM early, improve the readahead list, cache kmodule, etc.
If this is as painless and straightwforward as you say, why not implement David's changes yourself and feed them to bugzilla/fedora-devel chunk for chunk? If the changes aren't too invasive you'll see them applied. Although probably not for FC4, it's too late I guess.
