There was a thread about that back in May[1] and Mike Harter published
kickstarts[2] for building the spin image.
There's also an option to start from minimal (netinstall) image, add
group definitions and install only the environment you need. I tested
that on some of my devices with this repo with groups:

There's no technical blockers for creating a spin. Well, selecting the
software and making sure that everything works nicely out of the box is
hard, but definitely doable. And i3 SIG already offered to help and
share their experience.
IMO, at this point we just need someone interested in this enough to
coordinate and drive the effort.
