well... I must admit "monitor" activation vs "systemd/socket"
activation configuration is somewhat messy...
I think with the current state of code upstream, it makes sense to
reach out to maintainers of the Debian SSSD package: I think they
either need to change default value of `implicit_pac_responder` to
'false' or disable sssd-pac.socket by default.

fixes the issue.
