Good find. I guess we must be persisting the portlets using their display name, rather than their locator/view name.
I'd create a BZ for this, so we don't forget about it.

I think this behavior would be very inconvenient for them.
Deleting the Dashboard will bring a new clean one in the current language back, but this is perhaps no option for those multilanguage users.
