Description: starved is a daemon that monitors Linux threads, looking for
threads that are "starving", meaning they have been on a cpu run-queue for a
specified threshold without actually being scheduled. The starving thread is
temporarily boosted to a SCHED_DEADLINE policy and given a small timeslice to
run and make forward progress. Once the timeslice is finished the thread is
returned to its original scheduling policy.
