kernel-tools
package or kernel-tools group of packages, i.e., I still can do "# dnf

so yes, perf and bpftool are part of kernel-tools, which are not updated with
every new kernel release, only when there is change in perf/bpftool and so on:

each has own dependencies, not depend each other, perf depends on libbpf which
is on github, while bpftool not.
i assume backports are for rhel, which usually has (had) own way for packaging
kernel/perf/etc.
