That's unlikely to ever change, since Clippy integrates with rustc internals,
but note that there is a clippy subpackage from the rust srpm which provides
the "cargo clippy" command line tool. That's no help to anything that wants to
used it as a crate dependency though.
Personally, I would prune incompatible feature subpackages from your
rust-multipart.spec -- no nightly, clippy, rocket, maybe bench, ...
