gnupg was deprecated after F-12. gnupg2 is not a drop in replacement, and
upstream is still supporting the 1.x series. They are designed to be installed
in parallel and there are a number of users who have been disrupted by this
change.
I would like to revive gnupg 1.x series for F-13 and devel branches.
Some coordination with gnupg2 needs to be done as well:
* gnupg2 needs to not obsolete the v1.x package
* gnupg2 needs to remove its symlinks for gpg, etc.
I have re-built the src.rpm and bumped the release number of the f12 package
for f13. You can see them here:
I get the following conflicts when trying to install next to gnupg2:

Description:
A collection of utilities that enhance Festival with some useful features. They
provide all that is needed for interaction with Speech Dispatcher.
Key festival-freebsoft-utils features are:
- Generalized concept of input events. festival-freebsoft-utils allows not only
plain text synthesis, but also combining it with sounds. Additionally,
mechanism of logical events mapped to other events is provided.
- Substitution of events for given words.
- High-level voice selection mechanism and setting of basic prosodic
parameters.
- Spelling mode.
- Capital letter signalization.
- Punctuation modes, for explicit reading or not reading punctuation
characters.
- Incremental synthesis of texts and events.
- Speech Dispatcher support.
- Rudimentary SSML support.
- Enhance the Festival extension language with functions commonly used in Lisp.
- Support for wrapping already defined Festival functions by your own code.
- Everything is written in the extension language, no patching of the Festival
C++ sources is needed.

Description:
Gappa is a tool intended to help verifying and formally prove
properties on numerical programs and circuits handling floating-point
or fixed-point arithmetic. This tool manipulates logical formulas
stating the enclosures of expressions in some intervals. Through the
use of rounding operators as part of the expressions, Gappa is specially
designed to deal with formulas that could appear when certifying numerical
codes. In particular, Gappa makes it simple to bound computational errors
due to floating-point arithmetic. The tool and its documentation were
written by Guillaume Melquiond.
Running rpmlint only produces one warning (because there is no manual
upstream):
