As for the WiX support, what it will boil down to is the optional runtime dependency on an external component, that is typically not a problem in Fedora (see Ark supporting tools like unrar, libdvdread dlopening libdvdcss etc.). Whether a -wix subpackage can be made or whether it has to be stuffed into something larger depends on how strictly the reviewer interprets the Fedora guideline I linked in comment #61. (The guideline as written is not even clear on whether it is per source package or per binary (sub)package.)
As for my personal opinion, I would like to clarify that what I have a problem with is not support for compiling FOR a proprietary platform, but support for tools that lock you into compiling ON the proprietary platform.
