I was able to find a newer SRPM in the Scientific Linux 6 updates
repository, and it doesn't have the problem. Thanks for the help! I
blame CentOS entirely for this problem.

Nope. You should be able to just grab the source from git and build (I
just installed a CentOS6 virtual guest today (I picked "Development
Workstation"), and netcf built on it with no problem - I just needed to
add augeas-devel to the default installed packages. (I didn't try
building an rpm, just "./autogen.sh --system && make").
