How about:
1)
changing lsb to use "service<script> [action]" instead of
/etc/init.d/<script> [action]
or
2)
if /etc/init.d/<script> [action] fails with ENOENT
then try the systemctl [action]<script>.service
What we've done so far for this is add a new "provider" called
"systemd"
that you can use instead of "lsb". Then it uses systemctl for everything.
We could still implement the first suggestion you made, but that doesn't
cover all operations, like listing the available services.
