I can't use it as pacemaker policy engine does not support it.

It sounds like Angus's question is why the user even needs to know
whether the resource is using systemd or lsb - or, indeed windows -
when
it seems like the whole point of Matahari is to abstract this kind of
thing.
Yes, windows would be a stretch not knowing about but it seems to me
that option "1" on Fedora/rhel would help a lot.
